Rule 105
Appointment of Honorary

(1) There will be a recommendation committee as follows to make the necessary recommendations before the committee for the purpose of filling the positions of the dignity compliance group.
(a) Secretary General – Chairman
(b) Secretary – Member
(c) Secretariat Secretary – Member
(d) At least gazetted first class or equivalent officer of the Nepali Army designated by the Commander-in-Chief-Member
(e) At least gazetted first class or equivalent officer-member of Nepal Police designated by the Inspector General of Police
(f) Head of the Law Division of the Secretariat – Member
(g) Head of the Administration Division of the Secretariat – Member – Secretary
(2) If any position in the Compliance Group becomes vacant and needs to be filled, the recommendation committee as per sub-rule (1) will call for applications with necessary details for filling the position and publish a notice publicly for the information of all concerned.
(3) The recommendation committee according to sub-rule (1) may make recommendations to the committee for appointment to the relevant post by adopting any or all of the methods of physical examination, written examination and interview. (4) The recommendation committee according to sub-rule (1) may form a sub-committee including experts as needed to get assistance in choosing the suitability of the candidate.
(5) According to the decision of the committee, the general secretary shall give appointment letter to the candidate recommended according to sub-rule (3).
(6) The person appointed to the position of dignitary must take an oath before the General Secretary in the format as per Schedule-5 before assuming the position.
(7) Notwithstanding anything else written in these rules, in the event that any position of Honorary Officer is vacant and cannot be immediately filled, or in the event that a session of the Legislature-Parliament or its committees is in session, to protect the premises of the Legislature-Parliament and resume the meetings of the committees of the Legislature-Parliament and the Legislature-Parliament. In the event that the number of dignitaries employed to assist in dignitary-related work for operation is insufficient, the Nepali Army, Nepal Police or Armed Police ServiceRetired security personnel can be hired in coordination with the relevant agencies.
(8) Other procedures related to the filling of positions of the Dignity Group will be as determined by the recommendation committee itself as per sub-rule (1).
